Actually, I'd go so far as to say that the forehead's fine, that first hair style isn't the best for making your head look any smaller xD if you want to make a character look young actually, the further down on the face the eyes are (within reason obviously) the younger they look. Just my opinion tho. x_x been making a lot of characters lately because of my "who wants to be pwi'd" thread in the fanatics forum.

And the eyes were okay the first time if you ask me >_>

but your nose and mouth are way too far down on the face.

I thought she was okay the first time. Just like Kyna said, her eyes were fine earlier. The nose and mouth are alright as well, in my opinion. One thing I noticed is that her eyebrows got a little too thin. Maybe make it a bit thicker? But nonetheless, I already like how she looks. She looks a bit more refined.

When I think of cute, I usually think rather larger face, big eyes, small nose and lips. Everything on the character would be soft and round, nothing sharp or squarish. Usually very soft colors. It doesn't even have to be super anime-ish or exaggerated, but yeah xD
