My level 3 apothecary bar is full, but I don't have a quest like I did for tailor and blacksmith. :/ I'm also unable to buy level 4 from the Elder, although it's not darkened and looks available for purchase. Am I missing something?

The skill book. You have to buy it from the guy by the tree near DWP. On the outskirts by the bladewolfs.

Huajen is at 618, 389 surrounded by level 70+ mobs. You need to be level 60+ to take the quest for that skill book as one of the three herbs you collect for it (worm sprouts) requires that level or higher. Guess I'll just have to wait.
