Faction hostilities

Not really sure if this has been suggested before, but anyways...
This is a concept i got from another game and i thought it would be awesome if we had it here. Basically a 'no penalty system' for 2 factions that go into war with eachother. Something to spice up the game. For instance, if faction A (lets say a TW faction) dislikes a certain competitor, faction B (also a TW faction), they could agree on a brawl for superiority out of the TW weekly battles. A leader would then set hostility on the other. If the leader from the other faction accepts, then they go to 'war', meaning any member of that hostility faction is an open target and you wont get any pk penalty (turn red or whatever) from killing eachother. Basically works like this:

- 2 factions must agree upon hostility.
- You get no penalty for killing members from opposing faction.
- On PvE servers, you can attack any member of the hostility faction, even though they're no on pk mode. Its a war between factions and no man is left outside :P
- Hostilities can end at any time with 1 faction accepting defeat. Then a red system msg would appear "Faction A has admitted faction B's superiority. The war is over. Faction B won". Basically a walk of shame.
- Not sure yet about what the losing faction would in fact lose, but could be any number of things, like for instance, a 5% exp decrease for a week for their members or maybe pay the winning faction a certain monetary value (maybe agree upon before the war begins and the money from each side is held by the game system till the war ends).
- Could also have a point system. Each kill = 1 point. Each rank kill = 3 points. If you achieve X amounts of points (could also be agree upon by faction leaders before war begins), you win.

Some people may look at this as too harsh, but im pretty certain it would make things alot more interesting, specially on PvE servers. Imagine an annoying faction with ksers, crap-talkers, etc and you having the chance of breaking them down? "Accept the hostilities or go hide in a corner". Of course they dont need to accept hostility, but then everyone would know they're all talk and no action. Also a great way of giving TW factions something more than a weekly brawl. I mean, we all read world chat and the crap they talk to eachother all day long. How great would it be if they could put their money where their mouth is?
This would also give smaller factions a fun system to work with. They're not exactly in pk mode, but they can fight another faction with a relatively close level range and thus giving them some PvP action without being 1-shot by high lvs for simply switching the pk mode on.

i like the idea, but i dont like the idea of 1 faction "admitting defeat" cuz then even if they are pwning the other faction, if they get bored of getting ganked while they are grinding they could just end the war. I think there should be a point system like u said, and a timer, so the war only lasts like a day, or a few hours at a time. And if you accept it, you cant terminate the war earlier.

It's a really good idea, except that factions such as my own have a lot of low-level members in it. We help them as much as we can, but it opens up chances for exploitation if a faction hiding away a load of high-level fighters gets the chance to run round indiscriminately picking off the weak to get points when normally they might just leave them alone in favour of things their own size. If we have to publically turn down a war and suffer the consequences of looking like cowards so that we can protect our young 'uns, well...

And I agree with Zion, that an option to surrender would unbalance the charts a bit.

The problems I can see are that it might cause splits within factions if a leader accepts a war without all the members' consent. I don't know what everyone else thinks, but I wouldn't be too happy if the notice suddenly came that I was prime meat for every 80-90+ in an opposing faction.

It would also create biases on class. War-orientated factions would start discriminating when they invited members. For instance, clerics like me would have little 'kill-me' signs on their heads, since nobody particularly expects a mid-level heal cow to be able to stand up for themself with any kind of force. As an executor, especially, I'd be such a nice one-hit sniper target for the high levels that I'd wind up being a drag on the war rather than a help.

Maybe there could be a PK level limit for each member (such as five levels down and up to be gank-able), or a point penalty for killing an opposing member too far below one's own level? Individual members could opt out after a time, perhaps? It's a nice idea, but not entirely workable as is.

When the war is about to start, everyone in the faction gets a popup asking them if they want to participate. If they say no, they cannot be attacked.

I agree with Zoe here. Either a popup, or a level requirement to join in the war would be a good thing. If I'm in a faction on a low level character, I don't want to suddenly be dragged into a fight, get killed repeatedly, and generally not be able to play until the war has finished. Allow some choice by the individuals too, as not everyone wants to join in with something like that, even on a pvp server.

What if they're offline?

Edit: In regards to the "the leader might cause drama by accepting"...at some point, you have to trust your faction leader. Whether it's to bid on the territory you donated money for them to bid on, or to distribute drops fairly in a TT run, some trust has to be there that the leader won't do something the faction is a majority against.

Maybe the point system is implemented, but level-based. If you attack people 10 or less levels below you you get 1 point, 10 or less levels above you you get 2 points, more than 10 levels above you get 3, and more than 10 levels below and you get none.

great idea imo, and if someone signs on mid-war, then they can get the window asking if they want to join in on the fun when they sign on.

if it were a lvl requirement some factions, and a few members of lvl 3 factions, wont be able to join in on the fun, even if its just 1 lvl below. that would suck

Maybe add a level range option? For instance, there can be 2 systems: 'full member war' on which the entire faction participates, and a 'specific level range war', on which you choose the minimum and maximum level of players to participate. Say you choose every member between lv 50 and 70. That way 49 and below dont get hassled and 71~100 dont go around raping everyone.

The participation pop-up is also great idea to avoid unwanted stress.

Then this arises, one faction A could be way better/stringer in lvl range, and have noone under lvl 70. Well Faction B bids on Faction A, and its only for players under lvl 70. Faction A would loose bc thye dont have any1 under lvl 70.

Also, the idea of loosing 5% experiance if you loose
