Yes the manor of justice has to be gotten to a certain lvl to unlock that quest. What lvl I'm not sure. I know you talk to it buy it's little orb things that let you take it's quests (different quests take different amounts) and then you can get the quest for it if your faction has it unlocked.

I believe once the Manor is at least level 7? You get get a quest that consumes the Feat Tokens you buy. You pick the rate you want them to be consumed at and it eats them up giving X amount of Exp per timeframe.

But atleast you had a guess on the lvl for the manor

you need lv4 manor but its not worth it like 1k exp every 3min for 1 feet token

if you click the quest you see it for 90+ its 1.1k exp every 3min which is kind auseless and not owrth the points to upgrade it
