I found a cape i am level 3 and it sais level 1 to wear it but with 4 requisite how do i get 4 requisite? how can i raise it?

Lvl 1 is the armor lvl, not the equip lvl. Requisite lvl is the lvl you need to be.

Okay, but what exactly is Requisite? How do you raise it?
I just started playing this game today, and I need have requisite level 11 to hatch an egg I purchased. I'm not even sure where to go to see what level I currently am. Is requisite your 'skill' level? --- The number that gets higher when you win battles? Thanks in advance!

It means you need to be level 11 to hatch the egg.

'Requisite' means 'required'. So you need to be level 11 to be able to hatch that egg.
Your character level is the number you see in the character description on the top left. Under the red and blue bars theres a purple (magenta) bar. Thats you experience bar. It fills up as you receive exp doing quests and killing monsters. When it reaches 100% your character gets to the next level and the bar resets to 0%.

Be warned there are many things in this game (besides your character) that have levels to them.

Armor/weapons/equipment have levels (max is lvl12 I think). You need to be a certain minimum character level to use higher level equipments.

Skillls have levels. You use spirit points and coins to learn skills. Level1 is a skill you just learnt. You can upgrade most skills to lvl10. Again you need to be a certain minimum character level to get higher level skills. Also every 10 or so levels starting form lvl9 you get special quests called cultivation quests (show up as orange in quest log) that you will need to do to be able to learn certain new skills.

ok so i just started playing this game... but when i go and try to get a new special attack there all blank what do i need to do.....HELP!

Blank? Need to do your Spiritual Cultivation quest.
