Wraithhunter Hu in Archosaur --- that guy is mentioned on some items that I'm supposed to bring to him for "4 reputation". He's not on the assistant, and at least since I got the items I haven't seen him...

Duke Blacke takes 10g to tell you a rumour - hence why he has the quest symbol above his head all the time. I hear on rare occasions there is something useful to come from speaking to him.

Wraithunter Hu is near General Summer :).

The wraithehunter is just across the compound from General Summer. Gives you 4 rep for dark stamps from FBs.

Duke Blacke also hangs out near the Elder of Archosaur by the docks if he's not at the super busy intersection on your quest log.
