If you're talking about the Sign for the Sages quest:
You can get a Sign of Wisdom by making it from Badges of Wisdom, which you can get from the Dragon Herald in exchange for 5 Copper Dragon Orders.

You can get Copper Dragon Orders by buying them from players or doing Dragon Quests. You can start doing Dragon Quests from the Dragon Herald.
